Eric McNutt
Chief Operating Officer (COO)
As Chief Operating Officer, Eric has 30 years of experience supporting Federal customers in achieving business process improvement and financial management results. As a member of Trilogy’s Executive Leadership Team (ELT), Eric oversees daily operations of the company including business development, finance, contracts administration and human capital management. He works with his leadership partners to set strategic goals for the company, develop strategic partnerships and establish policies that promote growth, vision and corporate culture. With his bachelor’s degree in finance from the College of William and Mary and a certificate in forensic accounting from Georgetown University, Eric is a Certified Government Financial Manager (CGFM) and longtime member of the D.C. Chapter of the Association of Government Accountants (AGA).
Mike Sotak
Chief Information Officer (CIO)
As Senior Vice President of Information Technology and Chief Information Officer, Mike has over 29 years of experience supporting federal clients in IT systems implementation and integration, data management and migration, and IT project management. His accomplishments include expert-level support of financial system modernizations at the Internal Revenue Service, Department of Interior, and Department of Agriculture; data governance and data management support at the Department of Veteran Affairs; and, serving as the executive sponsor for Trilogy’s ISO 9001:2015 / 20001:2018 certification initiative.
Brandon Bridwell
Chief Transformation Officer (CTO)
As Trilogy’s Chief Transformation Officer, Brandon delivers over 25 years of consulting experience in program management, business transformation, organizational change management, and system modernization efforts for both public and private sector clients. As a member of Trilogy’s Executive Leadership Team, Brandon has led numerous enterprise-wide transformation programs, and is an expert in deploying new systems and processes. He also provides subject matter expertise to strategic planning, organizational realignment, and business improvement projects to cabinet-level agencies across government.
He earned a B.S. in Management Information Systems and Finance, as well as a M.S. in Information Systems, all from the University of Virginia.
Marti Roper, PhD
Senior Vice President, Performance Transformation
As Senior Vice President of Performance Transformation, Marti has over 20 years of experience tackling federal and private sector challenges and is known for delivering lasting results at speed. She has a passion for working with clients to design the right innovations to drive higher performance and managing the efficient implementation of those changes. Her expertise includes process and organizational design, operations transformation, leadership effectiveness, and strategic planning.
Marti holds a BS and MS in Industrial Engineering (IE) from Georgia Tech, a PhD in IE from Virginia Tech, and is a Lean Six Sigma Black Belt. When away from work, Marti spends an inordinate amount of time gardening, and is happy to bore anyone who will listen with profuse details on her latest outdoor projects.
Ravindra Gupta
Senior Vice President, Program Management
As Senior Vice President of Program Management, Ravindra Gupta brings over 25 years of experience managing federal and private sector projects in healthcare and financial domains. Ravindra focuses on program management, organizational change management, process standardization, and system modernization. He has applied these skills in his support of several clients, including the Veterans Health Administration, Department of Homeland Security, Department of Justice, and Department of Defense.
Chris Hare, PMP, CGFM, CRMA
Senior Vice President, Financial Management
As Senior Vice President for Financial Management and Systems Integration, Chris brings 20 years of risk management experience in both the public and private sectors including all three branches of government (Executive, Legislative & Judicial) with a specific focus on serving various clients across the Department of Veterans Affairs since 2006. Chris also brings special expertise with OMB Circular A-123, financial process improvement, the Green Book, audit liaison and the COSO Internal Control and Enterprise Risk Management (ERM) frameworks.
Chris holds a BBA in Finance from the College of William and Mary and is a Certified Government Financial Manager (CGFM), Project Management Professional (PMP) and holds a Certification in Risk Management Assurance (CRMA).
John Choe, PMP, ITIL, SAFe, LSSGB
Senior Vice President, Information Technology
As Senior Vice President of Information Technology, John brings over 15 years of IT management and modernization implementation in both the public and private sectors, with special expertise in large-scale system implementations and modernization initiatives leveraging SAFe, ITIL, CMMI, and other agile frameworks. He focuses on holistic solutions, encompassing both business and technical domains, with an emphasis on change management and customer experience.
Allison Cribbs
Vice President, Human Capital Management (HCM)
As Vice President of Human Capital Management, Allison manages all aspects of the employee lifecycle, striving to improve departmental efficiency and support employee and business needs. After graduation from The University of Mary Washington, Allison worked as a Recruiter, then moved into Human Resources. With 20 years of experience in the field, Allison now supports strategic HR initiatives to drive alignment in planning, professional development, and performance management for employee and company growth. Allison holds a PHR (Professional in Human Resources) certification from the Human Resources Certification Institute (HRCI) with continuous education and renewal since 2010.
Allan Millington
Vice President, Business Development and Capture
As Vice President of Business Development and Capture, Allan has over 25 years of experience in federal service in logistics management, accounting, IT systems implementation and integration, data management and migration, and IT project management. His accomplishments include successful implementation of the NCA and Staff Offices Data Conversion and Migration-FMBT; standing up USAspeding.gov and Data Act at Department of Veterans Affairs; supporting financial, travel, and contracting management systems modernizations at GAO; data governance, Azure Cloud migration, and data management support at the Department of Veteran Affairs; and serving as the Director of Data Management. Allan is a United States Army disabled veteran and a retired federal employee from the Department of Veterans Affairs. Allan attended the State University of New York Polytechnic, where he graduated with a B.S with a double major in finance and business management, and a minor in accounting.
Josh Kandies
Vice President
Josh has over 20 years of experience supporting commercial and public-sector customers. His expertise focuses on program management and systems integration on transformation initiatives. He is a subject matter expert (SME) in federal financial management and federal ERP systems, specifically focused on CGI’s Momentum Financials and Acquisitions and Oracle Federal Financials. Josh received his bachelor’s degree in Business Information Systems from Virginia Tech and holds Project Management Professional (PMP) and Certified Scrum Master® (CSM) certificates from the Project Management Institute and Scrum Alliance, respectively, and is a Prosci-certified change practitioner. In his spare time, he enjoys relaxing with his thoughts as he sits in traffic across the DC metro area.
Leatrice Naylor
Vice President
Leatrice Naylor brings over 20 years of program management, leadership development and training development experience within private and government sectors. She is passionate about her work and has a proven track record of delivering optimal training solutions and leadership development programs to drive operational excellence and build world-class organizations. Leatrice is a US Army veteran and holds a Certified Facilitator certification from Development Dimensions International (DDI) and a Diversity and Inclusion (D&I) certification from Cornell University.
Rick Mastal

Mr. Mastal possesses 20 plus years in providing both strategic and tactical management consulting services to federal and private clients such as DOJ, VA, U.S. Air Force, HUD, and telecommunications firms. Over his career, Rick has focused on delivering program/project management, organizational redesign, strategic planning, process standardization, and IT system modernization support. He is a certified project management professional (PMP) and scrum master (CSM) and is dedicated in developing the next generation of management consultants to evolve, adapt, and thrive in a dynamic work environment.
Ro Weaver
Vice President
Ro Weaver brings over 20 years of federal IT contract support, with more than a decade directly supporting the Veterans Health Administration. As a certified Program Management Professional with a master’s degree in management from Salve Regina University, Ro’s passion is providing IT program/project management in agile environments utilizing DevSecOps methodologies. Utilizing strategic planning, problem solving, and change management skills, Ro oversees multiple VHA contracts that improve online tools and services for our nation’s Veterans and enhance support services for VA’s nursing workforce.
